Paragraph 5 begins with “The principles are all suject to a “rule of proportionality”. I guess these particular principles establish a balanced ratio between media use and its limits. That makes sense. After all, there is a such thing as copyright infringement. It can be inferred that teachers obey the five principles concerning media use, otherwise, they are cited for borderline plagiarists. It’s not called ‘fair’ use for nothing. Also, teachers find the media useful to incorporate as a part of their curriculum and and lesson plans, so they are, of course, allowed to rely on media, as long as the restrictions stay put.
