  1. Proceed as outlined in RFP (preserving two buildings)
  2. Remove all the site buildings to complete a larger scale civic structure/Museum/University
  3. Refashion and secure some buildings of the buildings and transform site into a park
  4. Preserve all of admiral row and create a new use for the site
