From reading your description, I do not know who is the photographer or to which photograph you are referring. Can I guess that you are referring to the first photo of Thomas Holton’s Varanasi Junction?
If so while I agree the emotion is strong, I think it is possible to describe why it is so strong. First everyone is making eye contact with us so we can really connect with the people looking out the window. Secondly, there is a only the train exterior in the top 2/3 of the frame, making the windows that the people look out from seem very small.
