Zuzana Licko created the LoRes font. I think Licko has been an awarded a few times. In 2013 she recieved a Typography award by the Society of Typographic Aficionados.
This pixel typeface reminds me of any retro video games or a retro arcade game. The low resolution of the typeface is nostalgic and wants me to go retro on an old video game. I think Zuzana Licko LoRes typeface is good for a nostalgic video game because of how pixelated it is, LoRes 15 Ot Bold is arresting because of the boldness on the typeface which adds more pixels to the typeface.
Lo-Res is definitely retro. You’re correct; Licko has receive many awards for having designed many faces that are timeless (and many that aren’t).
