Accelerated Study in Associate Programs (ASAP) is a comprehensive program for the
students offered by the CUNY to provide free metro cards throughout the semester. It is considered as a program to fight poverty through education, and it’s a motivation for students to earn a degree and succeed in life. ASAP is only offered in the first two years of the student’s curriculum or until they get an Associate’s degree, according to the statistics ASAP students had a three-year graduation rate of 52.4%, 25.6 % higher than the comparison group’s rate of 26.8 %. If ASAP program becomes available in a national level it can be funded by federal grants.

The state New Jersey is providing a 25-percentage reduction in monthly metro cards for full time college students. Nj TRANSIT formed a special program called university partnership program and a lot of colleges are linked with the program. If the student is going to one of the colleges listed as partner of the program then they get a 25% reduction for transportation, most of the NYC colleges are part of the program including CUNY colleges.  The pass is only for the purpose of attending school and should only be used by the student, student must show the college identification card upon request by a NJ transit authorized crew.  Students must apply the NJ transit card from the college website and must apply before 10th of the month in order to get it the following month.

The article talks about the everyday struggles of a student attending CUNY. The city can make it so much easier for students attending CUNY to stay on track to graduation just by offering a free metro cards to deserving students. Since students attending CUNY are already burdened by fooding, housing and other everyday expenses, if the city offers incentive to take away this commuting expenses then I believe this will not just uplift the students spirits but will also help them achieve their goals.

“Half-Price MetroCard Program to Be Expanded.” Brooklyn Eagle, 7 Mar. 2019, https://brooklyneagle.com/articles/2019/03/06/half-price-metrocard-program-to-be-expanded/.

NYC Mayor Bill de Blasio devised a program to assist low income New Yorkers to purchase a metro card which is half priced. Starting this fall CUNY students who are below the federal poverty line with an income of $25,750 for a family of four were also included in the list of people eligible for this program. This is slightly going to help the students even though the student will still end up paying half the price.

Bardales, Sharon. “Forget Tuition, Students Can’t Afford to Get to Class.” CSNY, 18 Apr. 2017, https://www.cityandstateny.com/articles/opinion/students-cant-afford-metro-cards.html.

This article illustrates how college is a very big expense for a college student and how it is difficult to budget money due to other expenses such as transportation because fares increase each year. This can but a lot of burden on a college student because they have to focus on taking exams, along with writing papers and finding an internship to prepare for their dream career. The narrator of this article introduces a program, called “Fair Fares”, which gives college students to do volunteer work at the New York Public Interest Research Group at the Borough of Manhattan Community College so they are able to obtain an half priced metro card.

Rivoli, Dan. “City Lawmakers Propose Free MetroCards for CUNY Students.” AmNewYork, 13 Apr. 2015, https://www.amny.com/transit/free-metrocards-for-cuny-students-proposed-by-lawmakers-1-10257752/.

This article helps to analyze our research and it also defends our argument on why CUNY students should get free metro cards. It looks for ways to get the money to invest in metro cards for CUNY students so they can get them for free. The state invests in metro cards for kids from grades K-12 from half off to free. Due to the large amont of students that is enrolled into CUNY, it would be a diligent move for the state and city along with the senior and community colleges to help fund the metro cards so CUNY students can get a free metro card. This was a plan that was taken place in 2015 and it never took any action. This plan sounds like it can work and help without taking so much money from the city and state because CUNY students would helping to fund their own free metro cards by paying tuition.

This article helps us to understand where the city money goes, NYPD. this article explains how NYC deployed over 500 new subway cops to the stations. Instead of sending out all those unnecessary labor, you can use that money for CUNY students and their transportation costs. Many people of all ages jumped the turnstile that day in which they protested police brutality and a recent fare evasions inside the subway system. Police assuming a 19 year old man was in possession of a weapon, was fallsy accused and charged with a fare evasion. This could have been a CUNY student trying to get home or to school, but was pointed out because of his race.

Fitzsimmons, Emma G. “The Subway Is in Financial Crisis. Are 500 More Police Officers Needed?” The New York Times, The New York Times, 5 Nov. 2019, www.nytimes.com/2019/11/05/nyregion/mta-police-officers-subway-plan.html.

In this article it is pointed out that Gov. Cuomo wants more cops in the subway system. A quote from the article “has already come under fire from transit advocates for being too expensive as the agency is considering subway and bus service cuts and major layoffs.” Tells us putting all this money in cop service for the subway system is a waste. In the article it states how a police officer punched two young men and was transferred to a desk role afterwords. All this commotion with police officers is a chain reaction causing people at the scene to panic, be late for work or school, and an overall waste of money.

The Transit Affordability Crisis

-This PowerPoint presentation visually depicts the fare evasion crisis whiles explaining who it affected mainly in the metropolitan area. The PowerPoint includes an article the discuss the struggle a New York City College of Technology student who, after receiving limited finical aid, was forced to drop out only 6 credits shy of receiving a 2 year diploma in applied science because he was unable to pay for the rest of his tuition on his own. Whether its tuition or paying rent this type of burden is what forces some CUNY students and even NYC residents to skip out on and rapidly increasing MTA fare.

Straphangers Accuse De Blasio Of Criminalizing Poverty In The Subway

This article discusses statistics of fare evasion arrest and the possible solution to solving the continuing crisis. Whitford states that “The NYPD arrested 5,137 New Yorkers for fare evasion between January and mid-March this year, according to the Riders Alliance, 90 percent of whom are black or Latino.” As we take a deeper look into our student body here at City Tech, according to Collegefactual.com it states that 33.2% of the student body here at city tech is Hispanic/Latino while 29.7% of the student population is African American. Knowing this police agents are given an unspoken incentive to pick on these minority student to and from their way to class.
