Essay 5 Location

The location I picked is Columbus Park. I find that A goverment building located in a park is very interesting. I want to find more about the history of Columbus park and Borough Hall. I want to know if the park come first or the Borough hall come first.  I want to know why a park is placed in a Industrial Area instead of a residental area.
