Color is relative with regard to perception, because we all may see color differently and interpret differently, much like varied brands/models of TVs will display colors differently. From the website, shifting the background in different tones/values from white through gray to black, shows that colors (and emphasis, and contrast) can change depending upon the context/surroundings.
Colors are relative to each other depending on how you place them next to each other. For example, dark repels light; a dark square will make a light square within it look lighter.
