I think the following principles will help to guide a master plan:

1. Thinking about the way roadways and sidewalks are placed in the plan.
2. How close is transportation?
3. Take into consideration residential areas (Private)  vs. commercial areas (Public)
4. Where are the parks and plazas
5. How big are the blocks and how are they arranged in the plan?
