This project will need a variety of 3D models as well as programming.  For the 3D models, I’ll create them on the program I’m most familiar with, Blender.  I already have several weapons I modeled from Project Dynasty that didn’t make it in, so I plan to use those to save time. However I’ll still need to create the 3D models for the player as well enemies and stage.  I’ll also use Photoshop to work on creating the textures I need to put onto the 3D models, though I’m more focused on getting the game functional.  The last necessary program will be the Unity 3D engine to program the game itself.
