People definitely have a right to the city because they are what make the city. A cities reputation depends on that City’s residents. When something happens in a city the people are who rally to make change which is why they should be a part of (or even considered during) planned change(s).There is a lot of history in certain areas or even  mural for example so people with money who want to either gentrify or change something in general will be taking away from things the residents may deem important to the culture of that city. Without the people there wouldnt be a city,just a place with buildings.
