who are we trying to sell this idea

I think that after this test run of adding more traffic light to jay will start to being seeing that adding more traffic light can reduce car jams time wasted waiting to pass this is going to make all of new York city to add traffic light to more busier to help timer wasting and help the flow of traffic.
